OCCUPATIONAL HEALTH AND SAFETY MANAGEMENT SYSTEM

STATUTORY AUDITS
Occupational Safety and Health Audit
Section 11(1) of the Occupational Safety and Health Act of 2007 requires an occupier of a workplace to cause a thorough safety and health audit of his workplace to be carried out at least once in every period of twelve months by a safety and health advisor, who shall issue a report of such an audit containing the prescribed particulars to the occupier on payment of a prescribed fee and shall send a copy of the report to the Director”.
Fire Safety Audit
Section 36(1) of fire risk reduction requires an occupier to cause a fire safety audit of the workplace to be taken at least once every twelve months by an approved fire auditor.
Air Quality Measurement
Section 16(1) of the hazardous substances rules of 2007 requires that in every workplace where hazardous substances are used the employer shall ensure that measurements of the substances in the air are carried out at least once every twelve months by a certified air quality monitor, to determine the prevailing occupational exposure levels.
Noise Measurement
Section 6(1) of the noise prevention and control rules of 2005 requires occupiers to carry out noise measures at least once in a period of 12 months to determine prevailing noise conditions. Where noise in a workplace exceeds the continuous equivalent to 85 dB(A), the occupier must develop and implement effective Noise Control and Hearing Conservation Programme.
OCCUPATIONAL HYGIENE MEASUREMENT
Occupational hygiene is the anticipation, recognition, evaluation, control, and confirmation of protection from hazards at work that may result in injury, illness, or affect the well-being of workers.
Today’s workplaces are complex, and the variety of risk associated with exposure to chemical, physical and biological agents is increasing every day. Therefore, there is need to anticipate and recognise potential exposure in the workplace, evaluate through exposure assessment, use hierarchy of control to apply appropriate controls to health hazards and finally confirm by validating that exposure assessments are correct, and controls selected are reducing exposure to the desired level.
Scrum concepts provides comprehensive occupational hygiene measurement services aim at assessing potential exposure in the workplace and giving practical recommendations to manage occupational health risks. These measurements are:
Air Quality Measurement
Section 16(1) of Hazardous Substances Rules of 2007 mandates the occupier to conduct air quality measurements. It states that, “In every workplace where hazardous substances are used the employer shall ensure that measurements of the substances in the air are carried out at least once every twelve months by a certified air quality monitor, in order to determine the prevailing occupational exposure levels”.

Noise Survey
Noise prevention and control rules of 2005 states that “No worker shall be exposed to a noise level in excess of continuous equivalent of 90 dB(A) in eight hours within 24 hours duration or 140 dB(A) peak sound level at any given time”. The rule also mandates the occupier to carry out noise measure at least once in a period of 12 months to determine prevailing noise conditions. Where noise in a workplace exceeds the continuous equivalent to 85 dB(A), the occupier must develop and implement effective Noise Control and Hearing Conservation Programme.
Scrum concept has experienced personnel and calibrated dosimeter and sound level meter to conduct personal and area noise monitoring respectively.
- Personal noise monitoring using dosimeter gives occupier accurate personal exposure for different tasks within the operations.
- Area noise monitoring using the sound level meter helps occupier determine noise levels at different areas within the operation for the purpose of noise mapping
